VILLAGE BOARD OF TRUSTEES
MEETING MINUTES
May 7, 2012
Mayor Don Robinson called the Meeting of the Mt. Zion Village Board of Trustees to order at 5:15 p.m. The following Board Members were present for roll call: Rick Bright, Dean Otta, Matthew Trusner, Cathy Derby, Donna Scales, and Kevin Fritzsche. Also present were Jerry Potts, Village Administrator, Julie Miller, Village Administrator, Grant Corum, Director of Public Works, Judy Roessler, Director of Parks & Recreation, Chief of Police, Doug Dunn, and Tammy Mense, Village Clerk.
Pledge of Allegiance
Consent Agenda: A motion was made by Trustee Bright to approve the Consent Agenda as presented, seconded by Trustee Fritzsche. A breakdown of Fund Warrants for the period ending May 7, 2012 is as follows: General Fund - $61,024.99, Convention Center - $1,635.95, TIF Fund- $539.00, Water Revenue Fund - $32,890.08, Sewer Revenue Fund - $5,511.68, and 2009 G.O. B/I Repayment - $2,437.50, 2009 Fletcher/TIF B/I Repayment Fund – 69,769.38, Risk Management Fund - $563.37. A roll call vote was taken: Bright-yea, Otta-yea, Trusner-yea, Derby-yea, Fritzsche-yea, and Scales-yea. Motion carried 6-yea, 0-nay, 0-absent.
Executive Session – Personnel: A motion was made by Trustee Bright to enter Executive Session to discuss Personnel at 5:17 p.m., seconded by Trustee Fritzsche. A voice vote was taken, motion carried.
A motion was made by Trustee Bright to close Executive Session at 5:23 p.m., seconded by Trustee Scales. A voice vote was taken, motion carried.
Appointment of Annette Collins, Village Treasurer: Mayor Robinson announced that applications were recently taken for the Village Treasurer position; approximately 30 applications were received. Staff and the Mayor conducted interviews and Annette Collins was the most qualified with 15-years experience at Macon County; starting salary $38,000. Annette resides in Decatur and has 2-children.
A motion was made by Trustee Bright to approve the Mayoral appointment of Annette Collins to the position of Village Treasurer with an annual salary of $38,000, seconded by Trustee Scales. A roll call vote was taken: Bright-yea, Otta-yea, Trusner-yea, Derby-yea, Fritzsche-yea, and Scales-yea. Motion carried 6-yea, 0-nay, 0-absent.
Request for Approval of Ordinance to Prohibit Parking During Pony Express Days: Clerk Mense presented the annual Ordinance prohibiting parking on Main, Traughber, and County 30 during Pony Express Days. Signs stipulating No Parking on these roads are erected prior to the event enabling the Police Department to cite drivers who disregard the No Parking signs. This ordinance was created for safety reasons. Parking is plentiful on the Pony Express Grounds.
A motion was made by Trustee Scales to approve Ordinance Prohibiting Parking Pursuant to Section 70.07 of the Parking Ordinances for Pony Express Days as presented; seconded by Trustee Trusner. A roll call vote was taken: Bright-yea, Otta-yea, Trusner-yea, Derby-yea, Fritzsche-yea, and Scales-yea. Motion carried 6-yea, 0-nay, 0-absent.
Discussion of Fletcher Park Pond and Treatment Options: Director Corum has investigated the options for treatment of the Pond and the maintenance to follow. DeAngelo Brothers, out of Ohio, were contacted as they have done work for the City of Decatur and IDOT. DeAngelo Brothers would treat and maintain the pond for a monthly fee of $587.74 for the first season. Algae would be treated using 4-applications 25% at a time. Also, suggested using an aeration system with 6-diffusers. The aeration system would turn the pond 6.5 times a day. Chemicals will be used to kill unwanted plant life; a dye system will be used and all actions monitored by the Public Works Department each time they are on site. Someone from Public Works will get licensed after this season’s treatment so that Village Staff can maintain the pond.
Trustee Bright voiced concerns about the noise level of the diffuser and the placement of. Trustee Derby stated she had investigated the maintenance of the DMH pond, and perhaps they could be contacted regarding the treatment and maintenance of the pond.
As there were no objections with the suggested course of action, Mayor Robinson asked for consensus to proceed with the aeration system for Fletcher Park and the ensuing maintenance. A voice vote was taken, motion carried unanimously.
Presentation of Plaque to Retiring Administrator, Jerry Potts: At this time Mayor Robinson asked Administrator Potts to stand and receive a retirement plaque and money clip for his loyal and dedicated service to the Village of Mt. Zion. Jerry started with the Village in 1974 as summer-help working his way through the trenches to his appointment to Village Administrator in 2006. Mayor stated that Jerry’s enthusiasm and his strong desire for honesty and integrity to serve the public is an asset that will be missed. Jerry’s vision aided in the creation of Fletcher Park and the Convention Center…team player!
Public Forum: Eight (8) people were present. No one wished to speak at this time.
Administrator & Staff Items: Administrator Miller stated Jerry would be missed. SavMor will be on the agenda at the June 4, meeting to discuss incentives. No update on the Hogan property. Movies in the Park are planned for this summer; plan to rent a screen from Decatur Park District until we see how this event goes. Ron Johnson is sponsoring the first movie. Sadly reported that her Grandfather passed away this morning on what would have been his 67th Wedding Anniversary.
Director Justice reported that the Farmer’s Market was scheduled to be at the Convention Center parking lot every Tuesday thru September from 3:00 p.m. – 7:00 p.m. Class registrations to begin, Justin Lynch Concert, Decatur Park Singers, and Car Show planned this summer in Fletcher with Secret Recipes serving food.
Chief Dunn wished Jerry happy trails; he is very busy but cannot talk about it.
Director Corum stated Jerry would be sadly missed and he and his staff are busy with construction projects.
Clerk Mense stated she too will miss Jerry greatly. Recently, sold the 2004 Chevy squad car for $1828.00; offered the plotter to the County, but they were not interested. Trustee Bright suggested contacting the Habitat for Humanity in Sullivan and see if they are interested in the plotter.
Administrator Potts stated that it has been an honor working for the Village of Mt. Zion and thank you!
Mayor/Trustee Items: Trustee Fritzsche thanked Jerry for his service to the Village.
Trustee Derby wished Jerry good luck on his retirement.
Trustee Scales wished Jerry well.
Trustee Bright stated Jerry would be missed and thanked him for his service. Congratulated Annette on her appointment; and has enjoyed the art work in the Convention Center brought in by Gallery 510.
Trustee Trusner asked if the Farmer’s Market was the same as in Central Park.
Trustee Otta welcomed Treasurer Collins and wished Jerry luck on his retirement. Dean is a volunteer with the Red Cross and was on site at the Fire Department during their recent disaster.
Mayor Robinson stated he was impressed with the new Summer Recreation Brochure. Hopeful, that IDOT will consider the Village East intersection for traffic signals. Wished Jerry good luck!
Adjournment: A motion was made by Trustee Bright to adjourn the May 7, 2012, Village Board meeting, seconded by Trustee Derby. A voice vote was unanimous; motion carried. The meeting was adjourned at 6:12 p.m.
